I can't see how you can make plums from atoms without nuclei (if there are such things) or cells without nuclei, so I suspect a translation problem...

This probably means

Can anyone tell me where I can go to renew my one of my dual two citizenship passports?

(Unless, of course, there are countries whose citizenships expire and some office which can deal with several of those at once, but I don't think so)

Now go work out which country's passport that is. Probably American...
